What’s Going On?
Charlie B. Barkin is a dog living in Depression Era New Orleans, and is a newly escaped convict. When Charlie is murdered by his former partner, a dog named Carface, Charlie is killed but is able to return to Earth after winding his “life watch”. He meets a young orphan named Anne-Marie who is able to talk to animals and has to decide whether to use her ability for his own ends or to help her out.
Who’s In It:
The voice cast is lead by Burt Reynolds as Charlie, Dom DeLuise (a Don Bluth staple) as Charlie’s friend Itchy, and Vic Tayback as Carface. The cast also features the voice talents of Charles Nelson Reilly and Judith Barsi.
If You Like…:
Don Bluth’s other animated films like An American Tale or The Land Before Time, or other dog-centric movies like the Homeward Bound series or take it real old school with Lassie, then you’ll like this.

Unfortunately, there’s only the theatrical trailer for the film and absolutely nothing else.
The Technical Gist
While this film looks better than the transfer did on The Secret of NIMH, which was pretty awful, this one is still not great, and there are still sections of the film that are either dirty or out of focus.
The Verdict
If you love this movie then it might be worth the UPGRADE because of the price, and if you haven’t seen it, it’s worth a QUEUE good alternative to Disney films, though this one came out the same summer in 1989 as The Little Mermaid, and it’s hard to compete with that film. Mostly, let this sleeping dog lie.
